The General Assembly of ADCIeS: Review and Promising Prospects for Digital Health in Morocco

The Association for the Development of the e-Health Innovation Center (ADCIeS) held its Ordinary General Assembly on March 12, 2025, at the headquarters of the presidency of Mohammed V University in Rabat. This important meeting provided an opportunity to review the three years of the association's existence and to define the strategic directions for the coming year.

An impressive three-year report

Presided over by Professor Anass Doukkali, the session began with a detailed activity report covering the period from June 4, 2022 (the date of the association's creation) to March 10, 2025. Mr. Naoufal Rahali, Executive Director and outgoing Treasurer, presented the main achievements of the ADCIeS, including:

  • The organization of two editions of the International e-Health Forum (IeHF), the latest of which brought together over 6000 visitors and representatives from 27 countries
  • The publication of two reference white papers on e-health in Morocco
  • The launch of the country's first University Diploma in e-Health
  • The signing of more than 20 strategic partnership agreements with national and international stakeholders

An ambitious action plan for 2025

The ADCIeS presented its action plan for 2025, with a balanced projected budget of 9 million dirhams. Among the major projects announced are:

  • The launch of the 2nd cohort of the DU "e-Health and Connected Medicine" is scheduled for April 12, 2025
  • The organization of the 3rd edition of the International e-Health Forum (IeHF 2025) from November 25 to 27, 2025
  • The launch of activities for the "Digital Health Lab" in partnership with the Mohammed VI Foundation for Science and Health
  • The establishment of a Health Interoperability Laboratory in partnership with HIMSS and IHE Catalyst
  • The publication of a new white paper on AI in Health in Morocco

New appointments and contribution structure

The General Assembly has formalized several important decisions, including:

  • The appointment of Ms. Jamila Jebbah from ISSI as treasurer
  • The confirmation of Mr. Naoufal Rahali as Executive Director
  • The adoption of a new fee structure tailored to the different categories of members: public institutions and companies (50,000 MAD entrance fee and 10,000 MAD annual contribution), very small, small, and medium-sized enterprises (20,000 MAD and 4,000 MAD) and startups (10,000 MAD and 2,000 MAD)

Committed partners

The meeting was also marked by the contributions of several members and guests, including representatives from Mohammed V University, the Ministry of Health and Social Protection, the Ministry of Digital Transition and Administrative Reform, as well as private actors such as Zenith Pharma Laboratories and Blinkpharma.

These speakers emphasized the importance of strengthening cooperation with African partners, paying particular attention to the security of health data, and developing collaborative research between healthcare professionals and digital experts.

A promising future for e-health in Morocco

In closing the General Assembly, President Anass Doukkali thanked all the members for their commitment and emphasized the determination of ADCIeS to continue its efforts to position Morocco as a hub for e-health in Africa.

With a positive track record and ambitious prospects, the ADCIeS confirms its role as a catalyst in the development of e-health in Morocco, thereby contributing to the modernization of the national healthcare system and improving access to care for all citizens.
